Shadow Pokémon cannot Mega Evolve in Pokémon GO. You have to purify Metagross (Shadow) first, and the purified Pokémon can then Mega Evolve into Metagross (Mega). Purifying removes the Shadow attack bonus, so the Mega form never keeps Shadow stats.
